Led by coordinated efforts of municipal government departments, Shaoxing has built a full-chain talent service system—focusing on attracting, cultivating, utilizing, and retaining skilled professionals. Initiatives include outbound study programs, industry-focused talent recruitment strategies, and pilot zones for flexible talent management.
The city aligns talent cultivation with industrial needs by promoting collaboration between enterprises and 35 joint research institutes, training over 1,300 master's and PhD students. Local vocational colleges have also partnered with 143 companies to run training programs, preparing more than 12,000 skilled workers.
