Shaoxing requires entrepreneurs' input on key business policies
Shaoxing has enacted the "Measures for Entrepreneurs' Participation in Business Policy Development", establishing a formal process for including business leaders in major economic decisions.
The new guidelines, which take effect Dec 15, outline 14 specific rules across three key areas.
The policies covered include industry plans, market access rules, environmental standards, safety regulations, government procurement, innovation programs, and talent recruitment initiatives — any policies significantly affecting businesses' rights or operations.
Government departments must select representatives from an entrepreneur database managed by relevant authorities to participate in drafting these policies. In some cases, representatives may be chosen based on specific needs.
The measures also require policy drafts to undergo consultation with business leaders or industry associations. Feedback must be gathered through public channels and incorporated before policies are finalized. Without input from entrepreneurs, policies cannot proceed to approval, and detailed records must be kept.
This approach aims to create business policies grounded in practical expertise while enhancing collaboration between the government and the private sector.
