Shaoxing promotes community self-governance with shared responsibilities

Shaoxing in Zhejiang province is making concerted efforts to develop a community where everyone has responsibilities, fulfills them, and enjoys the benefits, local media reported on May 30.

Tangdi village in Lizhu town, Keqiao district boasts lush greenery and fragrant flowers. Last year, the village's average income per person exceeded 120,000 yuan ($16,872.41), with the collective income surpassing 5 million yuan.

Under the guidance of the village Party branch, Tangdi village has developed a flower industry revolving around orchids, strengthening collaboration between the village and enterprises.

In Fengjiang village, Shangxiahu town, conflicts among villagers are often triggered by disputes over whose roof is higher or whose courtyard extends further. However, the villagers now voluntarily remove walls to accommodate each other.

To strengthen grassroots governance, Fengjiang village sought the opinions of villagers and carried out extensive discussions through household consultations and mass meetings. They formulated village regulations and covenants, guiding villagers to engage in self-management and self-education, which has become a new trend in rural areas.

In Jiangxin Residential Community, Jiyang subdistrict, there is a group of enthusiastic elderly women who readily help their neighbors solve problems. They are members of the "Jiangxin Elder Sisters" volunteer service team established in 2011.

"We constantly strive to ensure that conflicts between residents remain at the nascent stage and problems are resolved within the community," said Shou Jinyan, a 74-year-old woman who joined the "Jiangxin Elder Sisters" early on.

According to her, common conflicts in the community include leaking pipes between upstairs and downstairs neighbors, minor disputes between neighbors, and elderly care issues. These women, with their wealth of life experience, have the ability to come up with reasonable and fair solutions that work within residents' daily lives.
