Developing a new "Fengqiao experience" for the future was highlighted as a goal in a guideline published by the Communist Party of China Central Committee and the State Council to support Zhejiang province's efforts to become an example for promoting common prosperity nationwide.
Fengqiao experience was created in Fengqiao town, Zhuji, a county-level city in Shaoxing, in the 1960s. The local government improved people's engagement in solving disputes and became a national model in terms of public security.
Since then, most village committees and key enterprises in the town have set up mediation teams to help solve disputes efficiently. The local government has also made efforts to promote legal information and education among its residents.
According to the local police department, Fengqiao town reported over 1,000 disputes, 97.2 percent of which were mediated and 80 percent of which were solved by village-level mediation teams.
In 2020, Shaoxing's robbery and theft cases decreased by over 35 percent. The number of security accidents and the total death rates both decreased by over 65 percent. In addition, the number of deaths caused by traffic accidents decreased by 31 percent.
