Xu Wenguang, Party secretary of Quzhou and a deputy to the National People's Congress, aired his opinions on how to utilize digital transformation to step up modernizing social governance in an interview during his attendance at the 13th National People's Congress in Beijing.
Xu said that according to the 2020 Government Work Report, the greater the difficulties and challenges, the more important it is to deepen reform, remove institutional obstacles and stimulate the internal driving force for development. He said Quzhou has given full play to the online platform system, and actively promoted exploration and innovation to provide strong support amid the COVID-19 outbreak.
Digital transformation is a profound revolution in social governance. Xu said that Quzhou has made smart industry, smart life and smart governance more obvious to soften the pandemic's impact.
To solve the problems of local enterprises resuming work and production, Quzhou built a platform for "government-enterprise connection", which integrates more than 40 kinds of service functions, gathers data from more than 20 departments and uses 24 systems to build a large platform of system integration to provide services for enterprises.
To date, the platform has launched 1,059 policies and benefited 1,157 enterprises. It has also launched 179 financial products, provided 1,049 loans and issued five billion yuan ($706.9 million) in financing loans.
