Opening-up

As a major coastal city singled out in the development plan for Yangtze River Delta, Shaoxing has established sister-city relationship with 50 cities in the United States, Japan, Denmark and other countries. Shaoxing carried out such foreign cultural exchange activities as Masters' Dialogue, Story of Lanting, Global Tour of Yueju Opera. It has established direct trade relations with more than 200 countries and regions in the world. Foreign businessmen from more than 40 countries and regions along the Belt and Road have invested in Shaoxing. Wanfeng, Wolong, Lonsen, Jinggong and other listed companies have implemented overseas mergers and acquisitions, which has raised the level of their internationalization.

Social Governance

Shaoxing is the birthplace of Fengqiao Experience. Through the in-depth promotion of the rule of law in Shaoxing and safe Shaoxing construction, the satisfaction rate of the public's sense of security has reached 96.96 percent. The overall implementation of one window acceptance, integrated services and the At Most One Visit item realization rate ranks among the top in Zhejiang province.

Social Undertakings

The systematic construction of public cultural services has been promoted in great depth. First-class cultural centers and science museums have been opened to the public. The city has seven public libraries, six of which are at national level, and seven State-owned performing arts groups, and six State-owned theaters. There are 125 cultural stations and art centers and eight artists have awarded the Plum Blossom Prize. It has full coverage of indoor stadiums in all districts, counties and cities. Competitive sports and nationwide fitness programs undergo coordinated development. Many sports talents have emerged, such as Ma Xiaochun, a champion of the Go chess game, and Meng Guangliang, an Olympic kayak champion. In recent years, there has been a series of cultural and sports activities such as the MIDI music festival, the international marathon and the Canoeing Marathon World Cup.

Shaoxing has been selected by the country as a model city for comprehensive reform of public health and hospitals. It has 2,559 health institutions, including 81 hospitals. Keqiao has opened the Air 120 ambulance helicopter channel.

Shaoxing has an advanced education system. Compulsory education rate ranks first in Zhejiang. Hailiang Education Group is listed on the NASDAQ, one of the first listed companies in basic education in China.

Guided by the strategic target of realizing an all-round, well-off society ahead of national schedule, all social security systems are designed to realize overall urban-rural development and are targeted at the full coverage of the old-age security network and the medical security network. The city has won the honorary title of Seven-Star Charity City. Home-based care for the aged has achieved full coverage in all urban communities. It has become a pilot city for the standardization of home-based care for the aged. Average life expectancy has reached 81.2 years. It was also included in the third batch of national food safety demonstration cities.

Ecological Construction

Shaoxing is where Yu the Great successfully tamed the flood. In 2017, 2018 and 2019, Shaoxing was awarded the Dayu Ding for its water management efforts. The two main rivers, the Cao'e and the Puyang, boast water quality above the third national standard.

The city has passed the test for the construction of a forest city. Comprehensive progress has been made in national pilot reforms in the evaluation of environmental damage, information construction of environmental protection, environmental Big Data and in the provincial pilot reform of pollution discharges. Shaoxing has focused on the work of separate waste collection and the construction of an eco-industrial park. The city has also vigorously carried out the work of dismantling unauthorized buildings throughout the city.
