The innovation environment index of Jinyun county has ranked first among the 26 counties in the mountainous areas of East China's Zhejiang province for the past three consecutive years.

It has also won the province's top award for scientific and technologic innovation for two consecutive years, said the county's Party chief during an interview with local media Zhejiang Daily.

Wang Zhengfei said creation and innovation was the spirit and driving force of the county's high-quality development. The region's explored the development method of a small county in a mountainous area through years of sustained innovation.

The official said creation and innovation was not just about technology and industry but was fundamentally a revolution of thinking. The county, he maintained, was also striving to refine its business ecosystem and encourage enterprises to compete there.

Jinyun is the only county in China which has been accorded the appellation of Xuanyuan – or the Yellow Emperor – the ruler who was original legendary ancestor of the Chinese nation and the symbol of Chinese civilization.

Jinyun is said to fully follow the spiritual connotations and values of the Yellow Emperor culture, implement its "eight major projects" of inheriting and promoting the Yellow Emperor culture and has formed a Yellow Emperor Cultural Alliance with 11 units across the country.

Moreover, it's established the Yellow Emperor Cultural Academy and promoted the creative transformation and innovative development of the Yellow Emperor culture, according to the Party chief.
