Jinhua in Zhejiang province has in recent years been making efforts to strengthen public cultural services.
For example, construction on a new library that costs 830 million yuan ($116.92 million) is currently underway and is expected to open to the public by the end of 2025.

Authorities have launched 28 culture and tourism projects during the 14th Five-Year Plan (2021-25) period, four of which have opened to the public.
Authorities have also been striving to create 15-minute cultural circles, and the city is currently home to 1,158 such circles, 110 reading rooms, 82 rural museums, and 20 cultural stations. Over 100,000 events have been held at the cultural venues this year, benefiting more than 75 million people.
The city also launched a Wechat mini program that integrates book reading, exhibition viewing, performances, and art education. Users can access the latest information on public cultural services and sign up for various activities and training courses by opening the application.
