Construction of the first phase of construction was completed in five months, on a site covering 28 mu (1.9 hectares). The main complex features two pavilions and a hall – namely a free trade exhibition pavilion, enterprises pavilion and a government services hall.

The main building was designed to be shaped like a whale leaping out of the sea.

The free trade exhibition hall will make full use of digital technology to showcase Jinhua's investment environment and its competitive advantages in digital free trade.

Focusing on the city's financial services, cross-border e-commerce, modern intelligent manufacturing and information technology, the enterprises pavilion will aim to attract leading enterprises in the sector industry to make use of its facilities.

At present, the courier company SF Express and the Bank of China have moved into the enterprises pavilion.

The government services hall has set up service windows to handle administrative assessments and approvals, recruitment services, taxation, business registrations, international commercial registrations and international arbitration – in a bid to establish an integrated, one-stop electronics service platform that is based on digital applications.

The project is widely expected to be a landmark achievement in the construction of the Jinyi Sector of the China (Zhejiang) Pilot Free Trade Zone, a new highland for international investment and trade services, as well as an intelligent innovation base for leading industries and enterprises.
