Jiaxing in East China's Zhejiang province launched a smart monitoring system in Aba Tibetan and Qiang autonomous prefecture, Southwest China's Sichuan province on Oct 31.

The system is expected to help prevent local residents who have been lifted out of poverty from returning to poverty again. Avoiding a return to poverty has become the most urgent task since all 13 poverty-stricken counties in Aba have been lifted out of poverty ahead of schedule.

Maoxian in Aba is a county frequently hit by geological disasters and prone to disastrous fires. As a result, the risk of local residents becoming impoverished again due to impacts caused by these natural disasters is quite high.

In addition, due to a lower level of medical assistance availability, local residents are also faced with the possibility of becoming impoverished due to diseases and disabilities.

The system collected information from 16 local departments regarding prevention of local residents' returning to poverty, as well as information about 1,294 residents receiving basic living allowance subsidies and 394 residents living in dire poverty.

The system also established a pre-warning system. If a certain household spends heavily for medical care, the system will issue a warning of high medical expenses to local authorities so that they can help the household as early as possible.

A QR code is also available on the WeChat account: mxtv888, which enumerates all the subsidies received by local residents from government and details all the preferential policies available to local residents.

Jiaxing started its partner assistance program with Aba in 2017. Since then, the two places have forged closer cooperation and in recent years, Aba has made significant improvements in its environmental protection, economic development, as well as public wellbeing improvement efforts.
