Chen Baohua, a deputy to the 14th National People's Congress, has proposed the creation of regulations aimed at fostering a dynamic and competitive talent landscape in China.
Also president of Zhejiang Huahai Pharmaceutical Co Ltd, headquartered in Taizhou, Zhejiang province, Chen emphasized the pivotal role of talent in national development during an interview held on the sidelines of the annual session of the nation's top legislature, which commenced in Beijing on March 5.
"Talent stands as the primary resource for economic and social development. Providing comprehensive legal support to optimize the environment for talent will contribute to the strategic objective of establishing a nation strong in talent," noted Chen.
"From a micro perspective, transformation and technological innovation by individual enterprises hinge on the ingenuity brought forth by talent. From a macro perspective, the quantity, quality, and pace of talent development are crucial indicators of a country's potential for development and core competitiveness," he emphasized.
Acknowledging the current deficiencies in talent development in relation to the demands of high-quality development, Chen pinpointed issues such as the insufficient number and influence of high-quality talent, an inadequate talent management system, and a scarcity of talent development platforms.
In response, Chen urged the acceleration of efforts to enhance institutional mechanisms for talent development, laying a legal foundation for talent cultivation.
Chen also emphasized the necessity of fully leveraging the decisive role of the market in allocating talent resources. He suggested the establishment of a robust talent development system that aligns with the requirements of the market economy, thereby facilitating the rational flow of talent.
