Xu Zhangyan, a deputy to the 14th National People's Congress and mayor of Quzhou of East China's Zhejiang province, shared her insights on achieving new breakthroughs in innovative development by focusing on the integration of tech and industry innovation.

Xu said that through her visits to sci-tech platforms and key enterprises over the past year, she realized that the integrated development of education, tech, and talent resources has evolved to a development necessity.

Xu emphasized the importance of maximizing limited innovation resources by focusing on three key areas – innovation, transformation, and sustainability.

To foster innovation, Xu suggested aligning laboratories with workshops.

Quzhou has established collaborative sci-tech platforms with renowned universities and search institutions and encouraged key enterprises to collaborate with the sci-tech platforms. For instance, Zhejiang Juhua Co's collaboration with Quzhou Chemical New Materials Innovation Research Institute has made achievements on new liquid thermal management materials.

So far, there have been 70 collaborative projects between enterprises and high-level sci-tech platforms carried out in Quzhou.

For effective transformation of innovative achievements, Xu suggested focusing on pilot-scale testing.

The pilot-scale testing base of Zhejiang University Quzhou Research Institute has become an innovation hub, which has hosted over 40 pilot-scale testing projects, provided services for 500 enterprises, and trained over 5,000 employees and students.

To ensure sustainability, Xu advocated establishing effective systems for talent flow and market-oriented talent cultivation models to meet the needs of enterprises.
