The prefecture-level city of Quzhou, located in East China's Zhejiang province, was recently identified as a model metropolis that is focusing on the integration of townships and counties under its administration.

It was selected as a path-finding city for the "integration of township and county · plan as a whole", according to local media reports on Sept 24.

In terms of coordination, the local authorities are reportedly focusing on grassroots issues, aiming to improve the satisfaction and sense of happiness of both residents and local businesses.  

In addition, the existing administrative relationship between counties and townships is being transformed into a clear list of rights and responsibilities, while the informal institutional relationship between counties and townships is being upgraded on a sounder basis.
