Hangzhou-based lawmakers and political advisors participating in Zhejiang province's two sessions began registration in Hangzhou on Jan 12, carrying their motions and proposals to boost high-quality development during the 14th Five-Year Plan (2021-25) period.

This year's Zhejiang provincial two sessions refer to the Third Session of the 14th Zhejiang Provincial People's Conference, the legislative body, and the Third Session of the 13th Zhejiang Provincial Committee of the Chinese People's Political Consultative Conference, the political advisory body.

Among those submitting motions was Zhou Ying, leader of a tea art master studio. As a second-generation tea entrepreneur, she suggested establishing a provincial tea culture and industry incubation center in Yuhang district, Hangzhou.

"Hangzhou is renowned for tea, but the industry remains highly traditional. A provincial platform could better integrate primary, secondary, and tertiary industries, enhancing the tea culture value chain," Zhou remarked.

Meanwhile, political advisors from Hangzhou Dianzi University, including Accounting Professor Pan Yalan, collaborated online to refine a joint proposal on cultivating AI talent clusters.

"Our research suggests challenges in data sharing and talent aggregation," Pan explained. The proposal advocates creating demonstration bases for industry-education integration and fostering collaboration between academia and enterprises to address AI industry needs.

As 2025 marks the end of the 14th Five-Year Plan, deputies and members expressed determination to provide insightful and practical suggestions to support Zhejiang's high-quality development and contribute to China's modernization blueprint.
