Zhejiang boasts China's best online administrative services

The State Council recently published a report on online administrative services in all provinces and major cities in China, with Zhejiang ranking first among provinces.
According to the report, Zhejiang's innovative practices in digitalizing government services have served as a model for other provinces throughout the country, including its launch of Zheliban, an online administrative service platform, its Health Code system for curbing the spread of novel coronavirus, and its City Brain intelligent urban management system.
Zhejiang was the first domestic province to propose and implement the At Most One Visit reform for streamlining administrative procedures, and the Zhejiang government was the first to propose handling administrative affairs online.
Today, nearly all administrative services in the province can be handled online with the Zheliban mini program on Alipay or the Zheliban app.
As of December 2019, Zheliban had had more than 30 million users, including 10 million using the Zheliban mini program on Alipay, making it the first mini program in China to reach 10 million users.
The report also shows that the Health Code system contributed significantly to the control of the COVID-19 epidemic. The system spread to 100 cities throughout China within just seven days.
When the epidemic began to wane in China, Zhejiang was also the first to issue nearly 5 billion yuan ($699.27 million) in electronic coupons via Alipay to boost consumption.
"A new round of digital infrastructure construction will be the next task after the epidemic ends," said Zhang Yong, president of Alibaba.
