Zhejiang builds "Internet + social governance" new model

Nearly 3,000 "Wuzhen stewards" started their work in November of 2015, transferring 50 to 60 civic information and issues to a government database every day through an online APP, and 99.89 percent of those problems were fixed within their allotted timelines. Wuzhen is a town in Zhejiang province, with the Beijing-Hangzhou Grand Canal flowing through the town.

Hu Yuefeng is one of the stewards. Several days ago, he found a street lamp at the village entrance was not working and immediately uploaded the problem and a picture of the light to the special online APP for "Wuzhen stewards". The light was soon repaired by the management department of the town.

Stewards come from all walks of life: party members, party cadres, vegetable sellers, or couriers. They are officially called "basic messengers".

They form a network that links civic problems and government solvers, which is a vivid sample for "Internet + social governance" construction.

Aside from the online problem reporting network in Wuzhen, other cities in Zhejiang province have devoted to constructing new "Internet + social governance" models in recent years. 

"Internet +" simplifies system

Zhejiang province has built several online mediation, arbitration, and consultation platforms, which have improved the efficiency of dispute resolution.

For instance, an online debt-credit case was mediated within 60 minutes though an online e-commerce court of Xihu District in Hangzhou, Zhejiang province. The parties were sitting in their own offices during the whole hearing period.

The Zhejiang High People's Court opened three basic courts in Xihu, Binjiang, and Yuhang Districts in August, 2015. The Xihu District online court alone has received 3,491 cases and was able to solve 3,160 by October, 2016.

"Internet +" offers better public security management

Guanlin Village, located in Luqiao District of Taizhou, Zhejiang province, started an "Internet + hotel" management program that used QR codes for registration of housing in October, 2015, turning the village into a virtual hotel. The new management approach solves the problems and chaos brought on by a floating population.

The province uses technologies such as thermodynamic diagrams to realize in real time early warnings through video surveillance and electronic fences.

Additionally, several cities in the province such as Yiwu and Chengzhou have integrated police resources and built a comprehensive command center, which achieves an informationalized police practice.

Wenzhou and Taizhou also initiated a transparent kitchen plan, through which consumers can watch the entire cooking process via video.

Improvement in judicial system and public service system

Long-distance videos and hearings, case data, and O2O (online to offline) legal consulting are offered by Yongkang Procuratorate, which is setting a pioneering example for other cities.

Furthermore, the Zhejiang Public Legal Service website provides legal service resources around the province. More than 175,600 people accessed the website between January and October this year. People can also reflect and upload problems through the "Pingan Zhejiang" APP. Nearly 300,000 problems were solved through this one APP.
